Judging by the size of suet cage, he is barely 6 inch if that big, so I believe its a Downy Woodpecker.

I'm pretty certain you're correct. The similar hairy woodpecker should have a longer beak.

Thanks Minray! Yes, Hairy Woodpecker is about 9 inches so he would be almost twice the size of the suet cage. The cage is about 5.5 inches tall and Downey at 6 inches fits the size and location.
