These little Guys are very timid because people are hunting them away from their Picnic Tables all the time.
They will swoop in on any morsel left unattended and steel it in an indtance.

Media was moved from ID Request. The closest thing I see in my field guide is Silver Gulls (Larus novaehollandiae).

Silver Gulls (Larus novaehollandiae).
I have found a resident Birder who is helping me with best places to find New Subjects.
I have lived with this crazy bird for 51 years and did not know it's name.

Familiarly breeds Contempt.
