Feeding?
Looks to me like it may be feeding its young.


Scrapping.
There were about 50 Pelicans on the beach at the time.
When a Fisherman started throwing his scraps/fish frames to the ever hungry all adult Pelicans.
He does this quite often.
These two ran along the beach in a tug of war for about 80 feet before they went into the water.
I took about 12 Pics of the tug of war.
I will include one more Pic of the Fisher Man throwing the Frames to the waiting Pelicans.
