Interesting
If this was taken on the east coast I would say that it is a Tufted Titmouse. It certainly looks like a Tufted Titmouse, I just haven't found it in my book as being common anywhere except on the east coast. See range map at All About Birds. I should add that it is probably one of the related Titmouse species, however, it just seems too colorful to be Juniper Titmouse or Oak Titmouse.

I'm going to move this to the genus.

According to the All-About-Birds range maps for the Oak Titmouse and the Juniper Titmouse, only the Oak should be in western California.

However, the images I've seen of the Oak Titmouse do not have that rust color, so I'm just not sure.
