Red-shouldered Hawk?
Somewhat difficult to ID a bird without knowing it size, however, judging by its size relative to the visible lumber, this bird is about 19 inches, not counting the tail which is not visible; total size may be around 24 inches. The hawk has many light feathers on its back/wings, probably too many for a Cooper's Hawk. I believe this may be an immature Red-shouldered Hawk; compare the image of an immature at All About Birds.
