This bird was taking a bath in the collected water on top of a pool cover in my neighbors yard. It was cautious and watchful but not too concerned with me being pretty near. My neighbor was able to get up next to the pool side without it taking flight. Sharp-shinned?

Cooper's Hawk?
Just seems bigger/stockier than a Sharp-shinned. My vote would be a Cooper's Hawk.

Thanks for commenting. I just don't have the experience to know the subtle differences with the Cooper's and Sharpie's, to know. It was about 14-15" tall, I believe, if that helps and the tail was kind of long and appeared rounded in this shot.

Perhaps head looks relatively small because the bird looks so fat :). Now seriously, compare here.

Yes, I do believe I live in "Rator City".:) I see hawks and ospreys nearly everyday, if not I hear them.
