Pelicans ?

I've posted three pics of these. This is the Arkansas River below Keystone Lake dam. The Arkansas and the Cimarron Rivers empty into Keystone Lake then Keystone empties back into the Arkansas at the other end.

At first I thought these guys were fishing but after watching them they would fly up close to the dam and then just ride the river down for a hundred yards or so then fly back up and do it again. I guess they just enjoyed floating.

Please help with ID.
