Immature?
There's no white on the underside of the wingtips. I wonder if this bird is immature? If so, an immature turkey vulture also has a gray head, so I'm not certain where to file it.

Black Vulture
Immature Turkey Vulture would have a black beak tip. Also, the short fanned out tail with a very even circular edge of tail end suggests a Black Vulture.
