Not California
The eye of California Gulls is dark in all plumage cycles. The feet and legs of this bird look more flesh-colored than yellow (but the bright lighting obscures this slightly). The bill looks slightly expanded in the gonydeal region and appears to be heavier than in California Gulls. I know mantle color is variable but the mantle of this bird seems a little dark for a California. Some field marks point strongly to third cycle Western Gull, especially if the feet are actually pinkish.
