We get lots of these guys in our yard every summer. We hear their call all the time (which sort of sounds something like "kettle kettle kettle" and then it tappers off toward the end.

I'd Say So
Looks like the base of the tail is edged white, etc. I'm not a Pennsylvania expert but I'd say Mangrove Cuckoo would be exceedingly unlikely.
This is a wonderful bird and I love its call. Sadly this species isn't doing so well out west. It seems accepted that over 90% of its habitat is eliminated or degraded, populations have sharply declined and conservation status is only as a candidate for threatened or endangered listing (U. S. F & W). This is a rare gem for us out west.
